Securing Controlled Unclassified Information: A C3PAO's Guide to NIST SP 800-171 Revision 2 and CMMC
Published Apr 21, 2026
For Defense Industrial Base (DIB) contractors, the imperative to safeguard Controlled Unclassified Information (CUI) and Federal Contract Information (FCI) is not merely a best practice; it is a contractual obligation mandated by the Department of Defense (DoD) through the Cybersecurity Maturity Model Certification (CMMC) program and DFARS Clause 252.204-7012.
Central to these requirements is adherence to the security controls outlined in NIST Special Publication 800-171, Revision 2 (NIST SP 800-171 R2). This foundational framework establishes the necessary cybersecurity requirements for protecting CUI within nonfederal information systems and organizations. Our role as an Authorized CMMC Third-Party Assessment Organization (C3PAO) is to provide an independent and objective evaluation of an Organization Seeking Certification (OSC)'s compliance with these critical standards.
OSCs frequently encounter complexities in effectively implementing and maintaining the 110 security controls across the 14 control families specified in NIST SP 800-171 R2. This encompasses a broad spectrum of cybersecurity domains, including:
- Establishing and managing robust access controls to CUI.
- Ensuring comprehensive system and communications protection.
- Developing and exercising incident response capabilities.
- Maintaining meticulous configuration management and system integrity.
- Implementing continuous monitoring practices to identify and address vulnerabilities.
The strategic integration of cloud services, while offering significant operational advantages, introduces specific considerations for CMMC compliance. OSCs must meticulously address the shared responsibility model, establish secure configuration baselines, and ensure data residency requirements are met to protect CUI in accordance with NIST SP 800-171 R2. This necessitates thorough documentation of the System Security Plan (SSP), Plans of Action and Milestones (POA&Ms), and a comprehensive understanding of the CUI's lifecycle within cloud environments.
As independent assessors, our expertise is focused on evaluating the implementation and institutionalization of these security controls. We guide DIB contractors through the CMMC assessment process with clarity and precision, ensuring a comprehensive and accurate evaluation of their security posture against the NIST SP 800-171 Revision 2 framework. Effective preparation for a CMMC assessment involves a deep understanding of the control requirements, meticulous evidence collection, and the development of a mature cybersecurity program. A well-prepared OSC demonstrates a proactive commitment to national security and strengthens its eligibility for DoD contracts by affirming its ability to protect CUI.
We stand ready to assist DIB contractors in understanding and navigating the CMMC assessment landscape, ensuring a rigorous and fair evaluation of their adherence to the mandated cybersecurity requirements.
